Zoning Board of Appeals · Meeting of June 16, 2026

Swampscott's Zoning Board of Appeals found most of a Littles Point Road storage-shed appeal too late to hear, but sent fine questions back to the building inspector. Appellant Charles P. Wilkinson II argued his two anchored sheds were permanent structures, not temporary storage containers, and challenged an unregistered-vehicle finding at 29 Littles Point Road. The board ruled a September 2025 letter was the real classification decision, making Wilkinson's May 2026 appeal untimely on that point under M.G.L. Chapter 40A, though timely as to fines from an April 2026 letter, which the board remanded unanimously.

Member Marc Kornitsky called the bylaw's temporary-use requirement "legally deterministic." White Court Condominium Trust president Pat Sullivan told the board unregistered vehicles are "bleeding our property" value. Separately, the board unanimously granted James Webber a special permit for a dormer at 106 Norfolk Avenue and allowed Jeff Tucker to withdraw a roof-raising petition at 11 Eulow Street without prejudice.
