Swampscott Planning Board Continues Roof-Addition Permit, Approves New Puritan Road Home
SWAMPSCOTT — April 13, 2026 — Swampscott Planning Board continues roof-expansion permit over third-floor math concerns, approves new flood-zone home. The board voted unanimously to continue Petition 2521 for 80 Puritan Road, where owner Scott Miller is seeking a site plan special permit to replace a hip roof with a gabled roof and cupola, adding approximately 754 square feet of top-story living area. Member Angela Sheridan calculated the proposed third floor at roughly 904 square feet of habitable space — about 150 square feet above the half-story limit of 753.5 square feet set by the floor below — and a second member identified inconsistencies in dormer heights and a factually incorrect context drawing across the plan set; staff advised that the scope of required revisions was too significant for a conditional approval, and the inaccurate context drawing was ordered removed from the record. The board separately approved Petition 2606 for 69 Puritan Road, a new dimensionally conforming single-family home of just over 3,000 square feet with an attached garage and in-ground pool for Robert and Lauren D'Andreo, to be built at 19 feet above the 15-foot base flood elevation on a conforming A3 lot. The meeting was Chair Ted Dooley's last; he is leaving after five years to seek a Select Board seat, with a town election set for April 28 and a write-in campaign required for any replacement candidate.
