Select Board · Meeting of November 4, 2026

SWAMPSCOTT — The Select Board recommended several town meeting articles and adopted a utility box mural policy Wednesday. Members voted 4-1 to recommend Article 4, a state reimbursement for homeless and foster care student transportation, and recommended Article 5 over one dissent. Article 5 moves $76,042 of unspent school funds into the Special Education Reserve Fund, which staff said is 86 percent funded.

The board also backed Article 8, raising the default bylaw fine from $50 to the $300 statutory maximum. A staff member called consistency "the priority" in a parking and emergency access study. In first-quarter results, a staff presenter reported meals tax receipts up 23 percent and rooms tax up 17 percent.
