SWAMPSCOTT — Water & Sewer Infrastructure Advisory Committee approves prior minutes, advances sampling recommendations. Chair Kelley C. Begin and six members voted 6-0 on January 6 minutes; the Sampling workgroup advanced a draft letter to the Select Board requesting independent monitoring of the Swampscott Stacey's Brook culvert, separate from Lynn's system, with expanded upstream screening and additional parameters including ammonia and surfactants required under the town's EPA consent decree.
DPW Director Gino Cresta and member Ralph Souppa discussed unaccounted-for water losses of approximately 23 percent, attributed to meter inefficiency and aging mains; the committee noted the town's planned multi-year water meter replacement program and discussed modeling needs for future infrastructure decisions. Analysis of a summer 2025 UV disinfection pilot found rainfall one day prior to sampling was the strongest driver of beach Enterococcus concentrations, with the Lynn culvert identified as the dominant upstream contributor.
