SWAMPSCOTT — Water & Sewer Infrastructure Advisory Committee holds second public hearing on sewer lateral inspection bylaw. Vice Chair Brian Drummond presided, with Chair Kelley Begin's presentation reviewed, at the May 14 hearing addressing Article 10 of the May 2026 Town Meeting Warrant. Town Resident Anthony Cerra questioned whether property transfers to trusts or family members trigger inspection requirements; the committee confirmed both do.
The committee stated the Department of Public Works issues Certificates of Compliance valid for two years, that roughly 100 to 120 property sales occur annually, with 10 to 20 percent of laterals requiring repair at approximately 6,000 dollars per house, and that under the bylaw as written, property sellers pay 100 percent of inspection and repair costs.
