SWAMPSCOTT -- April 13, 2026, Swampscott Finance Committee reviewed sweeping Capital Improvement Committee ranking changes and debated a contested school revolving fund surplus at its April 13 meeting. The CIC graded the $600,000 89 Burrell Street veterans building renovation an A and the $300,000 high school solar canopy design a C on the same evening, with the full general fund borrowing plan for fiscal 2027 totaling roughly $6.8 million before an estimated $400,000 in grant offsets. CIC Chair Ryan Hale joined by video call to field pointed questions about a $20,000 police station gate design, "almost none" of comparable departments have perimeter fencing, one member said, calling the larger $270,000 construction phase "a hard no", while members asked staff to obtain solar canopy return-on-investment data from facilities director Max Shillaber before committing funds. On the Nahant revolving fund, Finance Director Patrick Molloy reported that a $575,000 fiscal 2025 surplus is projected to draw down to approximately $261,000 by end of fiscal 2027, with school officials arguing the balance is needed to bridge staffing costs until a new Nahant tuition agreement takes effect; members reached an informal consensus to forgo any budget reduction this cycle while pressing for a revised MOU with explicit balance caps. Town Administrator Nick Kasper flagged a separate issue: approximately $3 million has been spent since 2017 lining private sewer laterals at roughly 500 residences under the Stacy's Brook consent decree, with the Select Board set to discuss potential cost-recovery options at its April 15 meeting.
