SWAMPSCOTT — Select Board, School Committee, and Finance Committee convene jointly to review school utility reserve agreement. Cheryl Herrick-Stella, Assistant Superintendent of Finance and Operations, outlined the utility reserve fund timeline beginning with tri-chair discussions in 2023 and continuing through the FY26 town meeting in May 2025. Member Mary Ellen Fletcher raised concerns that the FY2024 memorandum of understanding uses "offset" rather than "replace," and noted the FY25 utility line item was zeroed out and funded through free cash.

The Finance Committee stated that clarity between Superintendent Jason Calichman and Town Administrator Nicholas Connors had been lacking when the agreement was signed, and the utility line item was not increased to cover the new elementary school.
