SWAMPSCOTT — Select Board unanimously approves FY 2027 Preliminary Budget update with $179 tax-impact reduction and $1.9M estimated remaining levy capacity. Town Administrator Nicholas Connors reported $365,000 in healthcare savings from updated group insurance rates offset by departmental reductions totaling $704,000 and an $98,000 Essex Tech assessment increase. Board members expressed concern over a proposed $15,000 cut to Department of Public Works part-time staffing during peak summer season and indicated preference to restore the Town Recreation July 4th fireworks funding of $8,500 in the final budget.

Connors warned of modest annual new growth at approximately $1 million and emphasized adherence to the pension payment schedule, with a major state-mandated drop-off anticipated in 2031.
