Planning Board approves three special permits; reviews multifamily pre-application and zoning changes.

SWAMPSCOTT — Planning Board approves residential permits and administrative zoning streamline. Swampscott's Planning Board unanimously approved Site Plan Special Permits for an accessory dwelling unit pool house at 68 Puritan Lane and conversions to two-family dwellings at 5 Huron Street and 39 Estabrook Road. In separate action, the Board unanimously approved a proposed Zoning Bylaw amendment establishing an Administrative Site Plan Modification process to expedite review of minor changes to approved site plans without full public hearing requirements, with modifications capped at 10 percent changes in building footprint.

Chair Ted Dooley and Vice Chair Joseph Sheridan led discussion of National Development's revised pre-application for a 140-unit multifamily project at 299 Salem Street within the Glover Multifamily Overlay District, with board members expressing concern about the proposed five-story building's 60-foot-plus height and parking visibility near the preserved historic Glover House, while the applicant indicated readiness to refine design before formal submission within 8 to 12 weeks.
