SWAMPSCOTT — The Swampscott Board of the Public Library discussed Marblehead's pending decertification and a functionally reduced operating budget. Chair Neal Dechillo, Treasurer Johannah Morgen, and Member Jonathan Nichols attended. The FY27 budget increased 2.2 percent but fails to cover cost of living increases or contract changes, resulting in a functional cut.
The board expressed concern over additional patron demand in Swampscott as Marblehead's certification reverts in January, citing experience from that town's construction project; once decertified, Marblehead will require 2.5 to 3 years to re-certify. Front entrance construction resumes next Monday following a foundation inspection.
