Swampscott's Finance Committee previewed a January 21 budget summit with school officials and warned the town's taxing cushion is shrinking. Chair Eric Hartmann said the School Committee won't fill Amy O'Connor's vacant seat before the budget season ends, and flagged that members John Giantis and Suzanne Wright are also up for election. Director of Finance Patrick Luddy said department budgets, requested under a "level service" model with a hypothetical 5 percent cut scenario, were due back this week.
Town Administrator Nick said the recommended capital plan will slip to February and the full operating budget to March. Luddy said the town has about $4.8 million, roughly 6 to 7 percent, of unused levy capacity before an override would be needed. No votes were taken on budget items.
