Earth Removal Committee Will Recommend Bylaw Amendment

Swampscott Earth Removal Advisory Committee will recommend bylaw amendments to address testing gaps. Committee members examined the Amrize earth removal permit and identified compliance gaps in particulate and heavy metal testing protocols; only two of three required annual dust-monitoring tests were completed in 2025, and heavy metal testing has not been performed. Committee member Tonia Bandrowicz will review the current permit and propose bylaw amendments for Annual Town Meeting.

Amrize stated it does not expect to exceed the 50-blast annual limit for its new roadway development project.
